It also guarantees that any reported concerns regarding the care and use of animals are investigated and addressed in a timely and professional manner.\r\n\r\nThe U-M\u2019s ACUP is dedicated to the adherence to applicable laws, regulations, policies, standards, and ethical principles governing the use of animals in research, teaching, or testing, and serves the needs of scientists conducting animal activities.","legacy_media_position":"","legacy_media_file":"","legacy_media_url":"","legacy_glossary_term":"","legacy_glossary_nids":"","legacy_resource":"","legacy_resource_nids":"","legacy_buttons":null},{"legacy_section_type":"heading","legacy_heading":"Applicability","legacy_subheading":"","legacy_section_text":"","legacy_media_position":"","legacy_media_file":"","legacy_media_url":"","legacy_glossary_term":"","legacy_glossary_nids":"","legacy_resource":"","legacy_resource_nids":"","legacy_buttons":null},{"legacy_section_type":"text_area","legacy_heading":"","legacy_subheading":"","legacy_section_text":"This policy is applicable to all animal activities conducted under the auspices of the University and applies to all locations under the purview of the U-M IACUC.","legacy_media_position":"","legacy_media_file":"","legacy_media_url":"","legacy_glossary_term":"","legacy_glossary_nids":"","legacy_resource":"","legacy_resource_nids":"","legacy_buttons":null},{"legacy_section_type":"heading","legacy_heading":"Policy","legacy_subheading":"","legacy_section_text":"","legacy_media_position":"","legacy_media_file":"","legacy_media_url":"","legacy_glossary_term":"","legacy_glossary_nids":"","legacy_resource":"","legacy_resource_nids":"","legacy_buttons":null},{"legacy_section_type":"text_area","legacy_heading":"","legacy_subheading":"","legacy_section_text":"<ol style=\"list-style-type: decimal\" start=\"1\">\r\n \t<li>\r\n<h4>Role, Responsibility, and Authority of the University\u2019s IACUC<\/h4>\r\n<ol style=\"list-style-type: lower-alpha\" start=\"1\">\r\n \t<li>An IACUC approved protocol is required prior to the use of animals (live or dead), except<a href=\"#footnote1\"><strong><sup>1<\/sup><\/strong><\/a> in the following instances where certain specialized animal use activities MAY be exempt from standard IACUC review and approval (unless specifically required by a funding agency):\r\n<ol style=\"list-style-type: lower-roman\" start=\"1\">\r\n \t<li>Invertebrates, other than cephalopods, such as insects.<\/li>\r\n \t<li>\u00a0Embryos (e.g., unhatched amphibian and reptile eggs, bird eggs prior to the start of hatching, larval fish less than 7 days\u2019 post-fertilization)<a href=\"#footnote2\"><strong><sup>2<\/sup><\/strong><\/a><\/li>\r\n \t<li>Animal tissues or organs collected from animals euthanized under an approved IACUC protocol.<a href=\"#footnote3\"><strong><sup>3<\/sup><\/strong><\/a><\/li>\r\n \t<li>Animal tissues or organs acquired from commercial sources such as a grocery store or United States Department of Agriculture (USDA)-inspected slaughterhouse.<\/li>\r\n \t<li>Established cell lines, as well as biological fluids, available as standard inventory from a commercial supplier.<\/li>\r\n \t<li>Vertebrate animals that will be observed in a manner that does not materially alter the behavior of the animal.<\/li>\r\n \t<li>Whole-bodied dead animals or identifiable animal parts.<\/li>\r\n<\/ol>\r\n<\/li>\r\n \t<li>IACUC approval is required prior to implementing changes to an existing IACUC approved protocol as described in the <a href=\"https:\/\/az.research.umich.edu\/animalcare\/policies\/policy-processing-and-approving-protocol-amendments\/\"><em>Policy on Processing and Approving Protocol Amendments<\/em><\/a>.\r\n<ol style=\"list-style-type: lower-roman\" start=\"1\">\r\n \t<li>IACUC approval will not be granted to protocols describing the use of hazards until all designated safety committees or departments (e.g., Environment Health and Safety, Radiation Policy Committee, Institutional Biosafety Committee) have cleared the use of the identified hazards (e.g., chemical, biological, or physical).<\/li>\r\n \t<li>The IACUC has the authority to suspend or terminate the approval of previously approved animal activities.<\/li>\r\n<\/ol>\r\n<\/li>\r\n \t<li>Areas for animal use and\/or housing must be reviewed and approved by the IACUC, or designee, prior to commissioning as an animal area. Additionally, the IACUC has the authority to access any area where an animal is used and\/or housed at any time.<\/li>\r\n \t<li>The IACUC will review and evaluate all reports of animal welfare concerns or other animal-related allegations, according to the <a href=\"https:\/\/az.research.umich.edu\/animalcare\/policies\/policy-investigating-noncompliance-and-animal-welfare-concerns\/\"><em>Policy on Investigating Noncompliance and Animal Welfare Concerns<\/em><\/a>. Information on how to report a concern can be found at <a href=\"http:\/\/animalcare.umich.edu\/report-animal-concerns\">http:\/\/animalcare.umich.edu\/report-animal-concerns<\/a>.<\/li>\r\n<\/ol>\r\n<\/li>\r\n \t<li>Role, Responsibility, and Authority of the University\u2019s AV\r\n<ol style=\"list-style-type: lower-alpha\">\r\n \t<li>The AV has the authority to manage the institution\u2019s program of animal clinical care. This includes unlimited access to all animals and resources impacting animal care, and the management of health and well-being of all animals through biosecurity programs and animal environments.<\/li>\r\n \t<li>In addition to IACUC review, new animal spaces, including by reassignment, renovation, or construction, must also be reviewed and approved by the AV, or designee. The IACUC will, if necessary, suspend research or implement sanctions if policy infractions should activities.<\/li>\r\n \t<li><a id=\"footnote2\"><\/a>Any animal that is not exempt from IACUC review, is inadvertently born or hatches, and for which there is no approved IACUC protocol held by the <a class=\"gtip\" href=\"https:\/\/az.research.umich.edu\/animalcare\/glossary\/principal-investigator-pi\/\">PI<\/a>, becomes the property of the University of Michigan\u2019s Unit for Laboratory and Animal Medicine (ULAM) and will be placed onto the IACUC holding protocol.<\/li>\r\n \t<li><a id=\"footnote3\"><\/a>The use of dead animals or parts of animals is not covered by the <a href=\"https:\/\/az.research.umich.edu\/animalcare\/informational\/public-health-service-policy-on-humane-care-and-use-of-laboratory-animals-2015\/\">PHS Policy<\/a> unless the activity involves (1) killing animals for the purpose of obtaining or using their tissues or other materials, or (2) project-specific antemortem manipulation of animals prior to killing them.\u00a0If either circumstance is applicable to the acquisition of dead animals, body parts or tissues, prior IACUC protocol review and approval are
